Daniel Barry is an insurance regulatory lawyer with extensive experience as in-house counsel and registered lobbyist. He has measured experience in regulatory actions, developing compliance programs and leading advocacy efforts. Daniel is also skilled in developing strong internal partnerships.

Daniel’s experience includes:

  • As in-house counsel regulatory and government relations counsel for a Fortune 100 diversified financial service company, he led advocacy efforts before state insurance regulators and the NAIC regarding standard of care, i.e., annuity suitability, best-interest standard, and NY Regulation 187
  • Coordinated TIAA’s advocacy efforts before NY DFS and within local and national trade associations regarding NY Regulation 500 (cybersecurity)
  • Managed advocacy efforts before state insurance regulators and the NAIC Securities Valuation Office (SVO) regarding proposed amendments to the P&P Manual pertaining to credit-tenant loans (SSAP No. 43R)
  • Served as lead counsel on state insurance regulatory examinations (e.g., California, Delaware,
  • Illinois) and regulatory inquiries on diverse topics including: artificial intelligence (AI), accelerated

    underwriting, climate change, discrimination, HIV, opioid reversal (Naloxone)

  • Developed and implemented multi-state regulatory remediation plans and new product approvals
  • Led advocacy efforts relating to the NAIC’s proposed Group Capital Calculation as an insurance savings & loan holding company (ISLHC) that will also be required to file group capital filings with the Federal Reserve
