Robert Miller, Chair of Locke Lord's Texas Public Law section, discussed key policy developments in Texas in 2017, including ‘sanctuary city’ legislation, the Texas bathroom bill, and statewide regulation of ridesharing. Regarding the statewide regulations for transportation network companies, Robert noted: “I’m very pleased to see that happen, to put in what are necessary regulations but not regulations simply for the purpose of enforcing a monopoly for taxis.”
Additionally, Miller noted that the Texas Legislature reviewed the Texas Railroad Commission as part of the "sunset" process, a practice that scrutinizes the functions and conduct of a state agency. Miller noted: “That was a major accomplishment for the Legislature. It did a lot of good things to modernize that agency and put it on a footing where it can be more effective in the 21st century."
