Jim also represents clients in real-property sales, acquisitions, leases, and financings.

Jim Rain has an extensive practice representing government transportation agencies in right-of-way acquisitions, procurements, contracting, construction, public finance, open meetings and administrative law matters. Jim also represents clients in real-property sales, acquisitions, leases, and financings.

Jim's representative experience includes:

  • Represents North Texas Tollway Authority (NTTA) on an ongoing basis regarding government procurements, open-government issues, and real-property acquisitions
  • Extensively revised and redrafted NTTA procurement manual, including the formation of procurement procedures and standardized procurement contracts
  • Part of a legal team that designed and created a Request for Proposals for a replacement Back-Office System for all NTTA tolling services and negotiated the resulting contract with the successful proposer
  • Negotiated easements and related agreements for Trinity Metro to secure commuter-rail access to Dallas/Fort Worth International Airport
  • Has represented investment funds in sales and dispositions of multi-family and industrial properties throughout the United States
