Two Locke Lord Partners Named to "Who’s Who Legal: Investigations 2016" List

Locke Lord Partners Paul Coggins and Tim Johnson have both been identified as leading investigation lawyers and selected for Global Investigations Review’s “Who’s Who Legal: Investigations 2016.” Global Investigations Review editors selected Coggins and Johnson after independent research with clients and peers. Coggins and Johnson were two of only four lawyers named in Texas.

Coggins, a Partner in Locke Lord’s Dallas office, is the head of Locke Lord's national White Collar Criminal Defense and Internal Investigations practice. He was the U.S. Attorney for the Northern District of Texas from 1993-2001. He focuses his practice on white collar criminal defense, and has represented numerous Fortune 500 clients in high stakes litigation before federal courts and the SEC. Coggins has also conducted internal investigations involving alleged tax, fraud and securities violations. In addition, he develops compliance and ethics programs for corporations and other business entities. Texas Monthly, D Magazine and Best Lawyers in America have consistently recognized him for his white collar defense practice.

During his time at the U.S. Attorney's office, Coggins twice served on the U.S. Attorney General's Advisory Council and, in 1998, became its Vice Chair. He also is credited with the following accomplishments: prosecuting the first "three strikes and you're out" case in the United States, handling some of the earliest “cybercrime” cases and prosecuting the most complex case ever brought under the federal Economic Espionage Act. He also worked to stamp out one of the nation's largest immigrant smuggling rings, built of the nation’s first healthcare fraud tax forces and prosecuted the first anthrax-hoax case in the nation.

This is the third consecutive listing for Johnson, a Partner in Locke Lord’s Houston office, who serves as chair of the Firm’s White Collar Criminal Defense and Internal Investigations practice in the Houston office and is the former U.S. Attorney for the Southern District of Texas. Johnson has represented and defended individuals and corporations in a wide variety of matters, including those related to the environment, oil and gas, health care, SEC enforcement and foreign trade issues. He has advised clients on matters of corporate governance and compliance and has conducted numerous internal investigations related to Foreign Corrupt Practices Act (FCPA) issues. He is also frequent lecturer on the FCPA and the process of the investigation, prosecution and representation. He has been named to The Best Lawyers in America for Criminal Defense/White Collar from 2013-2016.

As U.S. Attorney from 2008-2010, Johnson led one of the largest U.S. Attorney’s offices in the country which investigated and prosecuted corrupt public officials and law enforcement officers, child predators, violent and repeat offenders, narcotics violators, firearms smugglers and white collar offenders involved in a myriad of fraudulent activity ranging from Clean Water Act and Clean Air Act violations, international trade violations, identity theft, Medicare, Medicaid and FEMA fraud to mortgage fraud. In civil litigation, he led the office to secure large settlements in a number of False Claims Act matters and represented the United States in the border fence litigation.
