Overview

John Arnold is a Partner in the Houston office of Locke Lord LLP where he represents energy companies in a broad range of regulatory and commercial matters, including regulatory compliance and disputes, as well as energy project development and commercial transactions. Well-versed in midstream and electricity issues, John serves clients in related matters before the Railroad Commission of Texas and the Public Utility Commission of Texas.

In addition to many of the largest pipeline companies in the country, John also provides regulatory and commercial guidance to numerous start-up and private equity backed midstream companies throughout Texas and the Southwest. As a former aide to the Texas Attorney General and law clerk to a Texas Supreme Court justice, John provides his energy clients with valuable perspective on the intersection of politics, policy, law, and commerce in the energy business.

Midstream and Oil and Gas Experience

Regulatory

  • Represent multiple midstream companies in the intrastate oil, gas, NGL, and refined products markets in permitting, compliance, tariff structuring, pipeline safety, and complaint matters
  • Represents oil and gas storage facilities in regulatory compliance matters
  • Represent international midstream company on intrastate portion of multiple bids to deliver natural gas to power plants in Mexico
  • Represent natural gas utilities and pipelines in rate setting proceedings and regulatory matters

Transactional

  • Counsel midstream companies and producers on gathering, treating, processing, storage, purchase, and transportation agreements
  • Counsel midstream transportation and storage facilities on project development and related transactions
  • Counsel midstream and utility companies on acquisition and divestiture of pipeline assets and companies
  • Counsel midstream companies on right-of-way matters

Electricity Experience

Regulatory

  • Represent the state’s second largest electric utility in regulatory matters before cities and the Public Utility Commission of Texas
  • Represent equity investors in proposal to acquire the state’s largest electric utility out of bankruptcy proceeding
  • Represented affiliate of power generation company in process to build significant electric transmission infrastructure in Texas, and in subsequent rate matters
  • Represent merchant transmission company in regulatory proceedings to expand Texas transmission assets
  • Represent utility’s largest industrial customer in rate proceedings

Transactional

  • Advise companies regarding retail power contracts
  • Negotiate and execute facilities extension and power supply agreement
