Carrie Collier-Brown Quoted on Escalating Scope of Texas Energy Work 1 Year After Winter Storm Uri

Carrie Collier-Brown, Senior Counsel in Locke Lord’s Austin office, was quoted by Law360 on Winter Storm Uri’s lasting impact one year later, resulting in significant regulatory and compliance action across the energy industry.

While Texas power market participants have taken steps to be more proactive in compliance efforts, Collier-Brown notes the scope of compliance continues to expand amid a stream of mandates to prepare ‎for future weather catastrophes from the Public Utility Commission of Texas and grid operator ‎Electric Reliability Council of Texas (ERCOT).‎

"As an outside counsel, I've spent more time than I ever have before in 20 years of doing this, monitoring ERCOT committees and really digging into the ERCOT protocols," she said. "There's more compliance required at ERCOT, and more substantive policymaking at a very granular level that's happened in ERCOT that hasn't happened since we were first designing the market 20 years ago."
