Locke Lord Texas Public Finance Partner Adam Harden Named 2021 Rising Star by The Bond Buyer

September 14, 2021 – Texas Partner Adam Harden, a member of Locke Lord’s Public Finance Practice Group, has been named a 2021 Rising Star by The Bond Buyer, an honor recognizing the next generation of municipal finance professionals under 40 who are making a difference in the community.

Harden has demonstrated his leadership by providing tax advice on over 600 bond counsel transactions totaling more than $25 billion of par amount and through a variety of professional organizations. He serves as a Vice Chair of the Tax Exempt Financing Committee of the American Bar Association’s Section of Taxation and Co-Chair and former Vice Chair of the Tax-Exempt Finance Committee of the State Bar of Texas Tax Section. He is also a Life Fellow of the Texas Bar Foundation and Vice Chair of the City of Olmos Park Planning and Zoning Commission, appointed by the city council in 2019. In addition, Harden is a member of the State Bar of Texas’ Pro Bono College and Texas Bar College, National Association of Bond Lawyers Tax Law Committee and District of Columbia Bar Taxation Section. He previously served on the Board of Directors of the Texas Young Lawyers Association.

Beyond the legal community, Harden is a member of the Texas Biomedical Research Institute Founder’s Council and served on the Stadium Finance Committee for Trinity University, his alma mater. He was also a member of the Trinity University Alumni Association Board of Directors in both San Antonio and Houston, and was elected Houston Chapter President.

Harden primarily focuses his practice on the federal tax aspects of public finance and infrastructure transactions, including extensive experience in the 103 tax bar, Qualified Opportunity Zones, public-private partnerships and tax credit and investment incentive programs. He provides tax advice in connection with financing transactions for cities, counties and school districts as well as clients in a wide range of industries, including affordable housing deals. In addition to advising on public finance transactions, Harden maintains a general nonprofit corporate tax practice in which he routinely creates corporate entities, guides entities through the application process for tax-exempt status recognition and advises on ongoing compliance issues for tax-exempt organizations.
