Carrie Collier-Brown, Senior Counsel in Locke Lord’s Austin office, was quoted by Law360 in an article on the resignation of the sole remaining member of the Texas Public Utility Commission (PUC) about its capacity to continue conducting business through commissioner transitions. Collier-Brown, who frequently advises clients before the PUC and other state agencies, said the PUC remains fully staffed and “its work continues independently of the vacancies or appoints” of commissioners. She added that the PUC has operated with a sole commissioner in the past.
"I've seen lots of transitions and haven't seen that process have an effect on the work of a commission," Collier-Brown said, adding that she can't remember the last time there was a "slow period" for the PUC.
