    Veteran Insurance Industry Regulator Alfred W. Bottalico Joins Locke Lord’s Insurance Practice in Los Angeles

    August 13, 2015  – Alfred W. Bottalico, former Deputy Commissioner for the Financial Surveillance Branch of the California Department of Insurance with 38 years of regulatory experience, has joined Locke Lord’s global Regulatory & Transactional Insurance Practice Group in Los Angeles as an Insurance Specialist.

    “Al’s experience as a highly-regarded regulator in one of the largest insurance markets in the country will provide our clients strong guidance and a deep understanding of the issues surrounding federal and state based regulations, risk-focused financial surveillance and financial examinations,” said Jon Biasetti, Co-Chair of Locke Lord’s Regulatory & Transactional Insurance Practice. “Al’s quality leadership over the years in the insurance industry will be a valuable asset for our clients as they work to navigate complex regulations with critical financial components in the U.S. and overseas.”

    Bottalico has extensive experience in all aspects of financial regulation and examination of insurance companies, including statutory accounting, auditing and California Insurance Code requirements. He has been deeply involved with the National Association of Insurance Commissioners (NAIC) Solvency Modernization project since its inception, and worked closely on the creation of the ORSA Model Law, ORSA Guidance Manual, the Corporate Governance Model Act and amendments to the Model Holding Company Act.

    On the international level, Bottalico participated in the U.S.-EU Dialogue project and discussions regarding the U.S. FSAP reviews, numerous supervisory colleges and is also conversant with Solvency II requirements.

    A Certified Financial Examiner, Bottalico earned his B.A. in Business Administration from California State University, Fullerton. He serves on the Board of Governors and is former State Chair, California Chapter of the Society of Financial Examiners. He was Chair of the Financial Conditions Examiners Handbook and served on numerous task forces and committees of the NAIC.
