    Stuart M. Bumpas (Dallas, Partner - Moderator): Stuart Bumpas has a broad range of experience in all ‎areas of taxation, with a concentration in employee benefits and exempt organizations.  Prior to joining ‎Locke Lord, Mr. Bumpas was Assistant to the Commissioner of the Internal Revenue Service in ‎Washington, D.C. Mr. Bumpas has also served as an adjunct professor at the SMU Dedman School of ‎Law.

    Laura L. Ferguson (Houston, Associate):  Laura Ferguson regularly assists clients with drafting, ‎reviewing and amending all types of retirement and welfare plans for compliance with the Employee ‎Retirement Income Security Act, the Internal Revenue Code, and other applicable federal or state laws. ‎Ms. Ferguson also assists clients with applications for determination letters for their benefit plans from ‎the Internal Revenue Service, as well as identifying and resolving benefit plan document and/or ‎operational failures through the preparation and submission of voluntary compliance program ‎applications to the IRS and/or DOL.

    Vincent J. Hess (Dallas, Partner): Vince Hess has experience in a wide range of complex commercial ‎litigation and arbitration. He represents large and mid-size companies in software, class actions, ‎managed care and employee benefits, contract, trade secrets, health care, non-competes, securities, ‎commercial real estate, debt collection, franchise, leasing, construction, and environmental issues. ‎

    Michael Kushner (New York, Partner): has extensive experience advising corporate and other business ‎clients on a wide range of domestic and cross-border corporate, tax, transactional and compensation ‎matters, including mergers and acquisitions for both private and public companies, cross border ‎transactions including corporate inversions, domestic and international taxation, joint ventures, strategic ‎alliances, securities, debt and equity finance, fund formation, capital markets, private equity, employee ‎benefits and executive compensation. ‎

    Jan R. Newsom (Dallas, Senior Counsel): Jan Newsom has extensive experience in health care law with a ‎focus on health care regulatory and administrative matters. She concentrates on Medicare and Medicaid ‎reimbursement and compliance issues, HIPAA and HITECH Act obligations, Stark law and fraud and ‎abuse compliance, anti-kickback, illegal remuneration and compensation matters. She also has ‎substantial experience in welfare benefit plan design for insured and self-insured employers as well as ‎for health insurers and HMOs, focusing on managed care and wellness program implementation and ‎liability concerns, administrative matters and dealings with regulatory agencies.‎

    Edward A. Razim, III  (Houston, Partner): Ed Razim has extensive experience in employee benefits and ‎executive compensation, including drafting and implementing employee benefit and executive ‎compensation programs for large and small employers; addressing compliance issues regarding Section ‎‎409A of the Internal Revenue Code and various equity compensation plan design matters. Mr. Razim has ‎experience negotiating with the Internal Revenue Service, U.S. Department of Labor and Pension Benefit ‎Guaranty Corporation on a variety of audit and compliance matters.  ‎

    Stefan P. Smith (Dallas, Partner): Stefan Smith works with both public and private entities to establish ‎and ensure the continued compliance of tax-qualified defined contribution and defined benefit retirement ‎plans, including 401(k)/profit sharing plans, traditional defined benefit plans, money purchase plans, ‎employee stock ownership plans, and cash balance plans.  In addition, Mr. Smith works with all forms of ‎health and welfare plans and executive and equity-based compensation.  ‎

    Katy Z. Skattum (Dallas, Associate): Katy Skattum has experience regarding compliance issues ‎concerning qualified retirement plans, executive employment agreements, equity-based compensation, ‎and other nonqualified deferred compensation plans. With regard to qualified retirement plans, Ms. ‎Skattum advises on plan design matters, required plan amendments and disclosures, and identifying and ‎correcting plan document and operational errors. ‎
