Stephanie H. Massey

Stephanie Massey is Co-Chair of the Public Finance Practice Group. She serves as bond counsel, underwriters' counsel, borrower's counsel and bank’s counsel in connection with the issuance of tax-exempt and taxable revenue bonds for governmental entities, including housing finance agencies, and in conduit issuer transactions for nonprofit institutions, including:

• Hospitals
• Colleges
• Private secondary schools
• Charter schools
• Retirement communities
• Nursing homes
• CCRCs
• Solid waste disposal companies
• Cultural and other institutions

She frequently represents borrowers in connection with the bond counsel role and has experience with public offerings, private placements and taxable non-conduit bond offerings, including century bonds. Her practice encompasses transactions throughout the Northeast and elsewhere nationally.

Stephanie has been recognized as a leader in her field by Chambers USA.

Stephanie’s representative experience includes:

• Serve as bond counsel to the Massachusetts Development Finance Agency with respect to numerous financings for colleges, hospitals, cultural institutions and secondary schools
• Serve as bond counsel to the National Finance Authority
• Serve as bond counsel to the Homeownership Division of the Massachusetts Housing Finance Agency and as co-bond counsel to the Connecticut Housing Finance Authority
• Serve as company counsel for a national solid waste disposal company's tax-exempt bond program
• Serve as underwriters' counsel for Maine Health and Higher Educational Facilities Authority, New Hampshire Health and Education Facilities Authority, and Vermont Bond Bank financings
