Margaret W. Comey

Margaret Comey has vast experience serving as bond counsel, issuer’s counsel, underwriters’ counsel and borrower’s counsel for tax-exempt and taxable debt financings. She has been lead counsel for local government issues, including new issues and refundings for municipalities, counties, townships, special districts and authorities issuing general obligation, special obligation, revenue and mortgage revenue debt instruments. Her experience includes public infrastructure finance, use of tax increment financing, industrial and economic development, exempt facilities, health care and convention facilities finance, due diligence and disclosure.

She has served as borrower's counsel on conduit financings related to major project finance transactions and as underwriters' counsel on local government, utility, convention center and health care facilities financings. Margaret's corporate finance experience includes public offerings and private placements, Securities Exchange Act of 1934 matters, due diligence and disclosure and transactions involving closely held corporations.

She has served as counsel on financings aggregating over US $4 billion.

Margaret’s representative experience includes:

• Serving as borrower’s counsel for entity constructing series of polypropylene recycling plants implementing innovative technology ‎under license from a Fortune 100 entity ‎
• Serving as underwriters’ counsel to Goldman Sachs & Co LLC, Citgroup Global Markets Inc., RBC Capital Markets LLC, Fifth Third Securities, PNC Capital Markets LLC and The Huntington Investment Company on taxable and tax-exempt financings
• Serving as underwriters’ counsel on major hospital financings
• Serving as underwriters’ counsel on major convention center facilities financing
• Serving as bond counsel for convention center financings
• Serving as bond counsel on municipal utility revenue financings, including water, wastewater and electric utility revenue issues
• Serving as bond counsel on local government infrastructure transactions
• Providing counsel on economic development transactions, utilizing tax increment financing, CRAs and other economic development tools
• Providing counsel to clients on matters of disclosure and continuing disclosure
• Participating in debt and equity offerings for an energy company and other public corporations
• Participating in project finance and transactional work for public and private companies
