Phil Rivers is a member of Locke Lord Strategies in Washington, D.C., where he draws on a long career in the public and private sectors to provide both legal and lobbying counsel for the Firm's clients. He has worked for state and federal governments in both the executive and legislative branches. His most recent government experience was as Chief of Staff to U.S. Senator Richard C. Shelby (R-Ala.). Mr. Rivers previously gained significant experience in energy, environmental and international law as an attorney and business development executive with Texaco, Inc.
