
Joel Cartee is a partner in the Atlanta and Dallas offices of Locke Lord LLP where he represents a broad range of corporate, governmental and private equity clients in connection with complex global transactions, including mergers and acquisitions, securities, project finance, joint ventures, strategic alliances, and equity and debt financing transactions. He has particular experience in the energy, technology and telecommunications industries. His telecommunications practice includes the routine representation of one of the world’s largest telecommunications companies in domestic and international mergers and acquisitions and other business transactions.
Mr. Cartee’s energy practice includes a particular focus in the areas of renewable energy, cleantech, infrastructure and carbon management. In this regard, he represents renewable energy companies in a wide range of corporate transactions and represents private equity investors in connection with structuring debt and equity investments in renewable energy and cleantech companies. He also advises clients on climate change matters and carbon management and finance strategies.
Mr. Cartee has been appointed Special Assistant Attorney General for the State of Georgia in connection with his representations of the State of Georgia Retirement System and the Office of the State Treasurer.
