
With over 33 years of legal experience, Gail D. Schubert has extensive experience with licensure and regulatory filings with the California Department of Managed Health Care (DMHC) for health plans regulated under the Knox-Keene Act. She currently represents medical, behavioral health, dental and vision HMOs, as well as other managed care organizations in California as well as in other states.
Prior to law firm practice, for six years she was a Vice President and Counsel for Foundation Health Systems (FHS) where she gained a broad spectrum of expertise in HMO operations and compliance while representing Foundation’s numerous subsidiaries. Before FHS, Ms. Schubert served for seven years as Lead Counsel and Senior Counsel in the Health Plan Division of the California Department of Corporations (now the DMHC) where she learned the business of HMOs from the regulator’s perspective.
Ms. Schubert is an active contributor and participant in the Legal and Regulatory Affairs Committee of the California Association of Health Plans (CAHP). In collaboration with the DMHC and on behalf of CAHP, she developed a legal structure for Medi-Cal (Medicaid) plans that enabled the State of California to obtain additional federal funding for it’s Medi-Cal plans. She is also former Chairperson of the Sacramento County Bar Association, Health Care Law Section.
