Overview
With offices in Washington, D.C., and the business and financial centers in the United States, United Kingdom and Asia, Locke Lord LLP provides comprehensive representation to its government contracts clients in the energy, transportation, construction and defense industries. With the experience and leadership of a former White House Counsel, as well as support from former U.S. Attorneys, former officers in the Judge Advocate General’s Corps, former senior federal agency officials and a former contracting officer, the Government Contracts Practice group assists companies on critical issues during contract solicitations and submissions, negotiation, award, bid protests, contract performance, pre and post award audits, extensions, debarment and other issues. The Government Contracts Practice group also has the support of a full service law firm and its broad-ranging experience as well as its government affairs team Locke Lord Strategies, composed of professionals with vast experience in providing advice in working with both the legislative and the executive branches of the federal government.

- Defense of bid protest before GAO of U.S. Army contract award.

- Representation before USAID on international contracts.
- Representation on FAR compliance issues, and bidding and awards of transportation contracts with Military Traffic Command.
- Representation on solicitations, bids, awards and subcontractor issues, and FAR compliance with U.S. Navy
Negotiation of settlement with U.S. Corps of Engineers.
- Recovery of workers compensation and unemployment insurance costs from the Air Force.
- Representation of a general contractor in a change order dispute that arose post-completion after a structural failure.
- Representation of the prevailing bidder in a bid-correction action.
- Advising a multinational corporation as sole source bidder on a contract for the fabrication and delivery of hardware and software.
- Advise clients on multiple award schedule contracts.
- Conduct merger & acquisition due diligence on federal contracts and assist with novation agreements.
- Advise clients on Foreign Ownership, Control or Influence (FOCI) issues.
- Prosecute bid protest in the Court of Federal Claims.
- Challenge terminations for default/cause.
- Advise and represent clients during grand jury and Department of Justice investigations.
- Represent clients on security issues to include facility security clearance approvals.
- Represent utility providers for GSA Area-wide contracts, direct supply contracts and utility system privatization.
