
Jan Newsom has extensive experience in health care law with a focus on health care regulatory and administrative matters. She concentrates on Medicare and Medicaid reimbursement and compliance issues, HIPAA and HITECH Act obligations, Stark law and fraud and abuse compliance, anti-kickback, illegal remuneration and compensation matters. She also has substantial experience in welfare benefit plan design for insured and self-insured employers as well as for health insurers and HMOs, focusing on managed care and wellness program implementation and liability concerns, administrative matters and dealings with regulatory agencies.
Ms. Newsom's work with regulators regularly includes the federal Centers for Medicare and Medicaid Services (CMS), the Texas Department of Insurance, the Texas Medical Board, Texas Department of State Health Services, and the Texas Health and Human Services Commission, among others. Her practice includes utilization management, quality assurance and incentive programs, peer review, licensing and credentialing and third party administration matters.
Ms. Newsom writes and advises extensively on implementation issues under the new federal health reform laws (Affordable Care Act) for both employers and for health insurers and HMOs. She represents third-party payors, hospitals, physician groups, long term care facilities, home health agencies and other providers of care. Her work includes preferred provider network formation and related integrated delivery system issues, including drafting and negotiation, insurance and health maintenance organization regulatory and licensing representation, and the formation and contracting for Texas non-profit health corporations certified by the Texas Medical Board. She teaches Health Law in a graduate level program in Health Administration, and lectures regularly on health law topics.
