Victoria Lloyd is an associate in the London office of Locke Lord LLP where she concentrates on all aspects of banking and finance law and financial services regulation. She has worked with major banks, financial institutions and finance houses on asset finance, leasing and consumer credit and all types of international debt and equity transactions. Victoria has extensive experience in project financings, corporate acquisition and financing and property acquisition and development financing. She also provides legal and FSA regulatory support for established financial institutions and new entrants developing businesses in the financial services industry including e-money and payment services sector work.

- Advising prepaid product programme managers and UK and EEA e-money issuers on their agreements including launching programmes in other EU states (BIN sponsorship, payment processing, merchant acquiring, card issuing, white label and other distribution agreements and consumer facing product terms and conditions for plastic and virtual cards and on-line payment accounts);
- Preparing multi-jurisdictional advice for a large hotel group wishing to launch a gift card scheme across Europe, concentrating on the impact of implementation of the Second E-Money Directive;
- Preparing legal opinions for issuers and providers and programme managers on the licencing/authorisation and legal and regulatory requirements which will impact upon proposed new payment services and new prepaid products including issues such as data protection, money laundering, payments services regulations and e-money regulations;
- Acting for a motor finance company with regards to its payment protection insurance (PPI) complaints handling project;
- Acting for several large finance and leasing companies and in particular advising in connection with and drafting and revising their customer agreements;
- Reviewing and approving consumer credit advertisements and financial promotions concerning insurance products;
- Advising a Bulgarian Bank on passporting issues relating to a proposed UK branch and on the pertinent legislation which will apply to the branch’s activities including a proposed credit card to be co-branded with a Bulgarian Airline;
- And acting for a leading international financial institution on its Russian Small Business Fund and in particular on its EU SME lending programmes and on numerous of its debt and equity financings to financial institutions and companies in a range of industries across Central Europe and the CIS. Drafting and negotiation of loan agreements and other English law finance documents, preparation of legal opinions and conditions precedent collection.
