
Jack Messmore is a Financial and Regulatory Specialist for Locke Lord LLP where he offers advisory services to insurance regulatory agencies, the insurance industry, legal and accounting firms, insurance receivers and other related entities. He was formerly an Acting Director for the Illinois Department of Insurance (DOI) and served as DOI’s Chief Deputy Director and Financial Regulatory Deputy for a combined 16 years. In his career, he has over 36 years of management and regulatory experience including stints in both the public and private sectors, having been with DOI for 26 years.
While at the DOI, in addition to serving as Acting Director in 2011, Mr. Messmore worked directly on the initiation of receivership proceedings for over 60 Illinois insurance entities, and worked on regulatory matters involving over 100 financially distressed entities, many of which resulted in successful remediation. He served from 2003-2011 as the primary regulatory supervisor of the Lumbermen’s Mutual Group (formerly Kemper) commercial runoff, which is believed to be the largest such runoff in U.S. history. He reviewed and analyzed a wide variety of regulatory matters and actions including mergers, acquisitions, redomestications, demutualizations, incorporations, dissolutions, reorganizations, management agreements, reinsurance transactions, company disciplinary actions, RBC Plans, runoff and strategic plans, permitted accounting practices, receivership orders, producer actions, financial and market conduct examinations, special investigations, and regulatory hearing decisions of all types. Mr. Messmore also assisted with the crafting of several pieces of legislation relating to insurance regulation enacted by the Illinois Legislature. He participated on many National Association of Insurance Commissioners (NAIC) committees, task forces and working groups, and has made formal presentations at numerous insurance conferences, symposiums and seminars.
Mr. Messmore’s private sector experience includes positions in senior management or a supervisory capacity with four companies in both insurance and non-insurance businesses. He has a combined total of 34 years in a supervisory or managerial capacity, with 23 of those years being in senior management.
Mr. Messmore is a member of the Society of Financial Examiners with the designation of Accredited Financial Examiner (AFE), and also has an Associate in Insurance Accounting and Finance (AIAF) designation from the Insurance Institute of America.
